hr>From 1880 to 1893 PB membership was available to men only. In 1893 New Zealand granted all women over the age of 21 the right to vote in parliamentary elections. They were the first self-governing country in the world to do so. This turn of events convinced HNIII to open the doors of the movement to the fairer sex. This postcard was one of several that were distributed soon thereafter in an effort to recruit female members.
